Coaching Safer Cultures in High-Risk Industries


Setters is a specialist consultancy partnering with high-risk industries to drive performance improvement and cultural transformation, with a sharp focus on risk, reward, and the goal of zero harm.


Rebecca Noskeau worked as an Associate Coach with Setters from 2022 to 2023, supporting some of the UK’s most safety-critical sectors. Her work spanned behavioural coaching, leadership development, and safety culture transformation, delivering impact across companies like British Sugar, National Grid, and Tata Steel.


A dynamic and results-driven Organisational Psychologist, Rebecca places people at the centre of change. Her work with Setters received outstanding feedback from both frontline teams and senior leaders - praised for its clarity, depth, and practical relevance.


Across energy, manufacturing, and utilities, she helped teams shift from systems-led safety to approaches rooted in coaching, psychological insight, and shared ownership. The result: stronger leadership behaviours, safer day-to-day decisions, and measurable progress toward zero harm.

From Compliance to Commitment: Building a Shared Safety Culture


British Sugar, part of ABF, operates across multiple high-risk sites. While the company had long-standing safety systems, there was a need to actively engage leaders and employees in enhancing cultural safety performance and shaping safer choices and behaviours on the ground.


Rebecca co-led Organisational Coaching sessions, alongside two key programmes: Personal Choice Safety Behaviours (PCSB) and Supervisors Coaching Safer Teams (SCST).


Too often, leaders did not know how to build rapport or communicate effectively across levels. Rebecca helped leaders develop these skills, facilitating alliance-building between leadership and the workforce to deliver on both safety outcomes and business objectives. She enabled leaders to become more mindful of ‘safe’ vs. ‘unsafe’ thinking and to use coaching skills to uncover these patterns.


These sessions helped leaders facilitate cultural engagement and align around the zero-harm vision. They also provided practical coaching tools and laid foundations for follow-up onsite support to build towards competency development. Rebecca also facilitated employee workshops to encourage clearer safety communication and safer day-to-day choices, improving safety conversations at the point of risk.


Through this work, teams developed a shared safety language grounded in the subconscious drivers of behaviour involved in nearly every accident. This led to better communication, greater ownership, and visible practical improvements — including better PPE access. Rebecca’s sessions received strong feedback for their clarity, relevance, and impact.

Embedding Behavioural Safety at Scale


National Grid is a leading energy company with operations across the UK, Europe, and US, including National Grid Electricity Transmission (NGET) and National Grid Ventures (NGV). Rebecca worked across multiple divisions to help leaders and teams understand the drivers of behaviour and how to strengthen safety culture through coaching and communication.


She delivered Organisational Coaching at key sites, including Nemo Link in Kent, and co-designed formats using tools like Keep–Stop–Start and Turning Blockers into Solutions to create space for reflection, ownership, and practical improvements.


Rebecca also ran PCSB and SCST sessions across offices and operational sites — from dockyards to high-voltage substations. Her senior-level SCST sessions, including with the SHEQ Director, focused on role-modelling the behaviours needed to drive safety from the top.


Rebecca was invited to headline National Grid’s National Behavioural Safety Event, working closely with Craig Silcock and the SHEQ leadership team. Her session brought behavioural safety to life, introducing the Safe Choices programme and achieving record engagement. Feedback highlighted the accessibility, practicality, and psychological insight of her work.

Empowering Frontline Leaders: Coaching Safer Choices in Steelmaking


Tata Steel is one of the largest steel producers globally, operating in 26 countries, including the UK. At the Shotton site in North Wales, Rebecca partnered with the health, safety, and wellbeing lead to develop a leadership programme tailored to frontline safety coaches.


The goal was to strengthen safety culture by integrating systemic practices with people skills. Rebecca delivered a complete Front Line Safety Coaching (FLSC) programme focused on behaviour-driven safety, effective communication, and rapport-building. The programme centred on a simple model that helped coaches apply learning in everyday safety conversations and drive on-the-job performance improvement.


Her sessions created space for honest dialogue, encouraging coaches to speak up about what was working and where improvements were needed. Rebecca’s approach normalised feedback, built a speak-up culture, and encouraged positive peer influence.


She also supported leadership in ‘inviting the challenge’—helping them reflect on how their own actions shape culture and encouraging them to model safer behaviours. This helped move the site toward a more proactive, people-led safety culture, aligned with Tata Steel’s sustainability goals.
